Faith in iudiciary system resorted

SC stay on order of HC.
4 convicts of Nirbhaya gange rape case to be hanged till death.
The decision came after 4 and half year.
On DEC 2012 Nirbhaya case took place in India at Delhi. After the Nirbhaya case, Law become more harder on Rapist. Still Rape incident are happening.
My concern is about;
How can we control on it ?
How many people know about new law?
Can Govt. Carry new law between people?
Can Govt. Organize debate on it?
If Everyone know about new law then may be they can't do so.
Judiciary & Family join hand to combate against it, then I m sure we will be winning all most race .
